      一.引言 
      美國是世界上擁有大學(xué)最多的國家，其中有令人神往的一流大學(xué)，也有令人頭痛的野雞大學(xué)。每年都有很多中國留學(xué)生被美國一些野雞大學(xué)騙取錢財，那么如何來辨別眾多的美國大學(xué)是不是qualified，是不是有資格授予學(xué)位證書的呢？ 
      二.美國教育部的聲明 
      很多美國學(xué)校在中國招生宣傳時都說自己是美國教育部認(rèn)證的。事實(shí)上，在美國教育部的官方網(wǎng)站上就明確說明了美國教育部沒有認(rèn)證大學(xué)的，只是制定一些法律來規(guī)定一些認(rèn)證機(jī)構(gòu)去認(rèn)證大學(xué)的quality。

      The U.S. Department of Education does not accredit educational institutions and/or programs. However, the Secretary of Education is required by law to publish a list of nationally recognized accrediting agencies that the Secretary determines to be reliable authorities as to the quality of education or training provided by the institutions of higher education and the higher education programs they accredit. The U.S. Secretary of Education also recognizes State agencies for the approval of public postsecondary vocational education and State agencies for the approval of nurse education. 
      三.美國大學(xué)的鑒定機(jī)構(gòu) 
      美國的大學(xué)認(rèn)證機(jī)構(gòu)按地域來分有6個區(qū)域性的認(rèn)證機(jī)構(gòu)，這些機(jī)構(gòu)都通過了美國教育部(Department of Education)或高等教育司(the Council for Higher Education; http://www.chea.org)的認(rèn)可。這六個學(xué)位認(rèn)證機(jī)構(gòu)包括中部，東部，北部，南部，西部，西北部，每一個機(jī)構(gòu)負(fù)責(zé)對該轄區(qū)的正規(guī)大專院校進(jìn)行認(rèn)證。這些機(jī)構(gòu)通常對整個學(xué)校進(jìn)行認(rèn)證，一旦一個學(xué)校經(jīng)過這些機(jī)構(gòu)的認(rèn)證，代表該校的每一個科系都通過認(rèn)證。
